The 2025 IIBEC elections will be electronic and open to eligible voting members. IIBEC’s Region Director election opens January 6, 2025, for Regions I,II, III, and VII, and closes on February 2,2024. The IIBEC Officer election will open February 10, 2025, and will close March 9, 2025.
There will be no onsite voting at the IIBEC Interantional Convention and Trade Show.

Julie Palmer, Leed AP Candidate for Secretary / Treasurer
Professional Experience
Julie Palmer has over twenty years of experience working on building envelope restoration and rehabilitation projects, with a specific focus on roofing. Ms. Palmer has worked on projects involving a large variety of building types, including academic, commercial, residential, ecclesiastical, and museums, with a focus on existing and historic buildings. She has technical experience with a wide range of steep-slope and low-slope roofing systems, as well as associated building materials and construction systems. She also has experience working closely with contractors during the design and construction phases of a project to perform test openings, ensure constructability of the designed work, and troubleshoot field conditions. Ms. Palmer is the recipient of numerous project and document competition awards and is active in several roofing and historic preservation organizations.
Prior to joining WJE in 2018, Ms. Palmer was an associate at Levine & Company, a roof and building envelope consulting firm specializing in the conservation of historic building materials and systems. While there, she was responsible for project management, survey and analysis of existing roofing systems and building materials, report writing, construction documentation and observation, and leak investigations.

Position Statement
Serving as Region I Director for the past four years has been an incredibly rewarding and enriching experience. It has been a privilege to serve on the Board, participate in decision-making and strategic planning, be a part of exciting new initiatives, and help propel this organization to the forefront of the building enclosure profession. These are exciting times to be an IIBEC member; we’re seeing new member benefits, more impactful marketing and increased awareness of our profession, and a heightened focus on issues that impact our members and their businesses. As a result, I think IIBEC is positioned for impressive growth in its influence within the industry. I look forward to being a part of that growth, as well as continuing to promote our strategic plan and advocate for IIBEC and its members.
If elected to serve as Secretary/Treasurer, I commit to serving with enthusiasm and dedication to clear communication, collaboration, transparency, accountability, and respect. Personal Information
I have lived in the Philadelphia area for long enough that it is home to me now. I grew up in a small town in northern, central Pennsylvania. When I tell people that, they often ask “what’s it near?” and the answer is, well, nothing really.
In my free time, I enjoy gardening, reading, hiking, and cooking. I also enjoy visiting my parents who still live in the middle-of-nowhere, Pennsylvania and my older brother in Colorado.
Burt Carver, RRC, RRO Candidate for 2nd Vice President
Burt Carver is the President of Apex Building Sciences Inc., a consulting firm specialized in Building Enclosure issues in Western Canada. He has been involved in roofing and waterproofing since the mid 90’s and started consulting full time in 1999. He has acted as a field reviewer, field technician and Project Manager for several hundred projects. His areas of expertise include building condition assessment, technical specifications, document review, code compliance, building envelope, and project closeout.

Burt Carver is married and has four beautiful children with his lovely wife, Tracy. They have been married for 24 years. They live on an acreage in the Fraser Valley where they keep some horses. Burt’s passions are technology and tinkering.
Jennifer Hogan, B.Arch.Sci., C.E.T., REWC, RRO, CRE, LEED AP, Certified Passive House Consultant Candidate for First Vice President
Professional Experience:
Jennifer has over 17 years of experience in the field of building sciences. She specializes in building energy and carbon reduction with a focus on high performance building enclosures (exterior walls, roofs, windows, etc.). She is skilled in both 2D and 3D Hygrothermal modelling as well as on several whole building energy modelling platforms. She is the leader for Pretium’s Energy and Carbon Reduction Service Area which includes Building Envelope Commissioning, Energy and Carbon Modelling / Auditing, and Passive House projects.
Jennifer received the IIBEC (RCI) Emerging Professional Award of Excellence in 2018, the Ontario Building Envelope Council (OBEC) Rising Star Award in 2019, and won 1st place in the Report Category of the IIBEC Document Competition in 2022

Personal
Jennifer lives in Stoney Creek, Ontario with her husband Richard and two boys, William and Wesley. She is passionate about isotherms, air leakage paths, and of course, baseball. If you asked Jennifer what her favourite thing is about her career, she would tell you that it is being able to share her love of the built environment with others. To that end, she is a frequent speaker and presenter at industry events, has authored several technical publications, and volunteers as an Engineering-Technologist-In-Residence at a local elementary school.

Norm Crouse, RRO Candidate for Region I Director
Norm Crouse has over 30 years of experience working in the building envelope restoration and rehabilitation industry, with many of the beginning years focused on roofing. Mr. Crouse worked on large and small projects as an estimator, project manager and account manager throughout the 80’s, 90’s and beginning of the 2000’s while working with national roofing companies experiencing local and national requirements for specifications and installations alike. One of the more interesting aspects of working with a national roofing contractor was the opportunity to be a part of the leadership team heading up disaster response initiatives for hurricanes, snow and other catastrophic events. The compassion observed within team members and the gratitude of the local people through-out the experience made a tremendous impression on the desire to help make construction better. The introduction to consulting was a trial by fire placed in Washington DC working with a roof portfolio of both historical and institutional facilities that had an average age of 30+ years incorporating low-slope, steep slope and waterproofing needs for repairs, restoration and replacement. This eventually expanded to incorporate exterior façade evaluations and restoration specifications to extend the serviceability of the building envelope. He has experienced both sides of the specification world from a contractor’s perspective as well as a consultant / building owner representative which provides a unique understanding of scheduling, and project efficiencies that are needed to support good-clear communication. Mr. Crouse is active in several roofing and historic preservation organizations.
Prior to joining Dedicated Roof & Hydro-Solutions, LLC (DRH) in 2022, Mr. Crouse was the Roof Design Director at BLUEFIN, not Mantis Innovation, a roof and building envelope consulting firm specializing facility asset management. He was responsible for roof and building envelope restoration and replacement designs produced for the Mid Atlantic.
I have been active with the Mid Atlantic Chapter of IIBEC (RCI) for many years and have served on the Chapter board and Committee chairs for the past six years. I have had the opportunity to experience and share lessons learned from the successes of many of the chapters across the country. I look forward to being able to learn more directly form the Region 1 members to support new ideas and energy to promote IIBEC philosophies and core values to and within our industry peers. As Region I Director, I would like to extend the opportunities to share ideas of successful programs, between the chapters opening the doors to communication and networking beyond our daily routines. I believe that a Direstor’s responsibility is to support the Chapters as they deal with challenges that may be similar to those being met and corrected by other chapters across the country. I firmly believe that if we all associations and chapters thrive when membership is involved and activly contributing as volunteers to the committees and events that reach out college students who will be our future. I look forward to walking the walk with each of you.
I have lived in Maryland for most of my life, and travelled for work throughout the country. I travelled extensively for six years across the north-east with my family experiencing the beautiful country sides while stopping to enjoy watching my sons play lacrosse for their Maryland based club team. I am married to a wonderful supportive wife with two college aged sons, and a small bernadoodle that likes to play all the time.
I am blessed to live on the water and love being on our boat (when we are not fixing it) and experiencing the small quaint marinas in the Chesapeake Bay. I enjoy golf and skiing when we have snow, or preferably out West. I truly love what I do and the people I have met in this industry, and I look forward to experiencing much more in the future. Nicholas Tribble, RRO, CCI2 Candidate for Region II Director
Nicholas Tribble developed his passion for design early and began taking zero period drafting courses at a neighboring high school each morning. His career officially began at Sutton-Kennerly and Associates in 2001 (now SKA Consulting Engineers, Inc.) as a structural technician.
In 2003, the SKA’s Investigative and Diagnostic Group provided an opportunity that changed everything. The project focused on the restoration of several existing dormitory buildings at Emory University in Atlanta, GA. Site inspections were needed, and he jumped at the opportunity. It was a three-year immersion into all aspects of Building Enclosure, structural and waterproofing repairs. This single project developed a thirst for forensic investigations, repair design, and Construction Administration.
In 2009, his career took another turn with a multi-million dollar restoration project in Pawley’s Island, SC. Setting off a chain of events which led to restorations of high-rise condominiums from Florida to Maryland. To this day, the original HOA Board of Directors at Pawley’s Island allocates funding in their reserve study yearly for Nicholas to assess their buildings.
At SKA, Nicholas has contributed to countless restoration projects in the historical, commercial, industrial, municipal, higher education, K-12, stadium, parking, and multi-family market sectors. He has also served as an expert witness for construction litigation cases.
Nicholas is currently a Building Enclosure Consultant and the Client Relationship Manager at SKA. He has been with the firm for 23 years and has been instrumental in the growth of the company; including new offices in Charleston, SC in 2017 and Raleigh, NC in 2021. He has been an SKA shareholder since 2013 and served on the Board of Directors in 2020.
Nicholas joined IIBEC in 2017, he is a Registered Roofing Observer (RRO) and the current Region II Director.
He has served on the Board of the Carolinas Chapter since 2018 and served the role of President for multiple years.
In 2019, Nicholas began working with the Foundation to mentor students yearly at the International Convention.

Professional Affiliations
As a coach and mentor, I have dedicated most of my adult life to the development and improvement of our youth. If elected for a second term as the IIBEC Region II Director, I will be intentional in the effort of developing the next generation of Building Enclosure Consultants. I plan to work closely with each chapter to increase their engagement with students from local Colleges and Universities, creating avenues for excitement in our industry and inspiration for new leaders. My goal is to provide the guidance and assistance necessary so every Chapter in our Region can support and mentor students at local and national IIBEC events. I have been honored to serve as your Region II Director for the past two years and appreciate the opportunity to finish what we started.
Nicholas and his wife Laura have been married for 22 years and have two children: Jacob (22) and Maiya (17). They are members of the Summit Church in Oak Ridge, NC where Nicholas serves as a youth leader for high school boys. He is known locally as Coach Nick with over 10 years of coaching Football and Lacrosse and Maiya’s Dad, for a similar tenure as a dance dad and mascot for On Stage School of Dance. He was the president of Ragsdale youth football and co-founder of Deep River Youth Lacrosse, past president of Southwest Guilford High School Booster Club, and is the “Windtalker” for the Cheerio Nation Y Guides. “The Tribbles are about moments. I am a Wisconsin Army National Guard Veteran and have been instilled with the Leadership values of the United States military in that I will provide the Region III IIBEC chapters with Purpose, Motivation, and Direction so that they may be successful in that they grow and by and through them help improve the International Institute of Building Enclosure Consultants to grow.
Purpose: I will provide the reason to do something, and help with the efforts to make informed decisions.
Motivation: I will provide the willpower to do what each IIBEC-Chapter is capable of completing.
Direction: I will provide the knowledge to complete a task or goals, and will help people Chapters’ feel confident and determined.

Eric lives in West Allis, WI with his daughter and son, Ava (12) and Elijah (4), and dog Junior who is a 14 year chocolate lab mix. In his personal time he enjoys working on small home improvement projects, fixing broken things, and has recently picked up the sport of pickleball.
Stephanie Robinson, P.Eng. Candidate for Director of Region VII
Professional Experience Stephanie Robinson is the Director of Eastern Canada Building Sciences for WSP Canada Inc. Based in Ottawa, Ontario, she has over 16 years’ experience in rehabilitation and new construction for building enclosure components in Canada and the United States. She currently serves as Region Director on the IIBEC Board of Directors and has previously held various positions on both of the local IIBEC chapter Boards within Region VII.
Serving as Director of Region VII for the past two years, I have had the pleasure of contributing to exciting acheivements at both the international and local chapter levels that aim to improve the value of IIBEC to our membership. I would be honoured to continue my work on the board with a focus on facilitating open communication between the association and our local Chapters and Branch and improving access to IIBEC membership services at the local level.
Stephanie lives in Ottawa, Ontario. She loves travelling and spending time with her nieces and nephews.
