The first Project Manual Competition (now called the Document Competition) was held at the 1991 RCI (now IIBEC) Convention in Colorado Springs, CO. Winners were Dick Canon, Roger Galliher, and Doug Fischer.
Jim Magowan, who took over the presidency from Don Bush Sr. in 1991, was also chair of the first Registered Roof Observer (RRO) Examination Development Committee, which saw its debut at that year’s convention.
Membership was almost 500, and in October 1991, the first “Basics of Roofing” (now “Roofing Basics”) class was offered in Charlotte, NC.
Region directors (which then had different boundaries) were: Region I, Thomas White; Region II, Arthur Sark; Region III, Chris English; Region IV, Curtis Liscum; Region V, John L. Gimple; Region VI, Phil Dregger; and Region VII, Alan Loftesness.
