Speaker Scott Hinesley:

REI Engineers Inc. | Charlotte, NC

For nearly 30 years, Scott has served in various roles with REI Engineers, Inc. (REI) and is currently the firm’s Chief Growth Officer; overseeing Marketing and Business Development efforts as well as Mergers and Acquisitions. Hinesley received his degree in civil engineering from North Carolina State University and worked for a multiservices engineering firm in Raleigh, North Carolina, for several years before joining REI in 1998.

For over 25 years, he has been an active member of IIBEC and the American Council of Engineering Companies (ACEC) with leadership roles in both organizations; prior positions include President of IIBEC, President of the NC Chapter of ACEC/NC, National Director of ACEC, Region Director of IIBEC and President of the Carolinas Chapter of IIBEC. He is currently the Chair of the IIBEC Nominating Committee and a member of the IIBEC Education Committee.  He previously served terms on the IIBEC Ethics Committee, the IIBEC Technical Advisory Committee, the IIBEC Interface Editorial Board, the ACEC/NC Legislative Committee and the ACEC/NC Buildings and Infrastructure Committee.

Hinesley is a Registered Roof Consultant (RRC), a licensed professional engineer, and a member of the IIBEC Jury of Fellows. He also serves on the board of directors for the RCI-IIBEC Foundation.

REI Engineers Inc. | Virginia Beach, VA

Alberto joined REI Engineers, Inc. in December 2025 as a Senior Project Manager, focusing on building enclosure consulting for commercial and healthcare clients throughout Virginia. His background includes a licensed construction superintendent role on a $250 million LEED Silver psychiatric center with Leon D. DeMatteis Construction in NYC and an owner’s representative position at the Cleveland Clinic in Ohio.

An active AIA and IIBEC member, he delivers continuing education lunch and learns at architectural offices throughout Hampton Roads. He graduated from NYIT in 2013 with a five-year Bachelor of Architecture, became a Registered Architect in 2021, and has held the LEED AP BD+C credential since 2014 and a CHC certificate from the American Hospital Association.

The RCI-IIBEC Foundations are proud to have awarded over $175,000 in scholarships to more than 50 students. Available scholarships include:

  • Robert W. Lyons Scholarship: Awarding $5,000 each to four undergraduate students pursuing studies in engineering, architecture, or construction sciences;

  • Lewis W. Newland Scholarship: Awarding $2,500 each to four undergraduate and graduate students demonstrating financial need and a passion for the building enclosure field.

  • Joe Hale Student Sponsorship: Awarding students with complimentary registration, travel, and meals to the IIBEC International Convention & Trade Show and/or the Building Enclosure Symposium.

    • All recipients are also provided with a one-year complimentary membership to IIBEC
