The 2026 IIBEC elections will be electronic and open to eligible voting members. IIBEC’s Region Director election opens January 5, 2026, for Regions IV, V, and VI, and closes on February 6, 2026. The IIBEC Officer election will open February 9, 2026, and will close March 15, 2026.
There will be no on-site voting at the IIBEC International Convention and Trade Show. All balloting for IIBEC elections is now done via secure electronic ballots.

Burt Carver is the President of Apex Building Sciences Inc., a consulting firm specialized in Building Enclosure issues in Western Canada. He has been involved in roofing and waterproofing since the mid 90’s and started consulting full time in 1999. He has acted as a field reviewer, field technician and Project Manager for several hundred projects. His areas of expertise include building condition assessment, technical specifications, document review, code compliance, building envelope, and project closeout.
I have been involved with IIBEC both locally and nationally for almost twenty years. I intend to continue to grow IIBEC and encourage students and other emerging professionals to participate.
I will continue to support Chapters in local advocacy efforts including developing tools and strategies for advocacy at the local level. I will continue to advocate for IIBEC members at every level of government – from a local municipality to the national stage.
I will encourage communication from the membership to the Board to ensure we are “in sync” with the needs of the membership. I will continue to pursue adding value to IIBEC members.
Burt Carver is married and has four beautiful children with his lovely wife, Tracy. They have been married for 24 years. They live on an acreage in the Fraser Valley where they keep some horses. Burt’s passions are technology and tinkering.
Julie Palmer has over twenty-three years of experience working on building envelope restoration and rehabilitation projects, with a specific focus on roofing. Ms. Palmer has worked on projects involving a large variety of building types, including academic, commercial, residential, ecclesiastical, and museums, with a focus on existing and historic buildings. She has technical experience with awide range of steep-slope and low-slope roofing systems, as well as associated building materials and construction systems. She also has experience working closely with contractors during the design and construction phases of a project to perform test openings, ensure constructability of the designed work, and troubleshoot field conditions. Ms. Palmer is the recipient of numerous project and document competition awards and is active in several roofing and historic preservation organizations.
Prior to joining WJE in 2018, Ms. Palmer was an associate at Levine & Company, a roof and building envelope consulting firm
specializing in the conservation of historic building materials and systems. While there, she was responsible for project management, survey and analysis of existing roofing systems and building materials, report writing, construction documentation and observation, and leak investigations.
Serving on the Executive Committee this year as Secretary/Treasurer has been an incredibly engaging and fulfilling experience. The dedication exhibited by the EC and Board members to the well-being of this organization is inspiring and I am privileged to be a part of it. Working closely with the IIBEC staff team, participating in budgeting, marketing, and advocacy discussions, making connections with members throughout IIBEC, helping to guide the organization based on the strategic plan, and seeing up-close and personal the value added by new initiatives has been so rewarding. These are exciting times to be an IIBEC member; we’re seeing new member benefits, more impactful marketing and increased awareness of our profession, and a heightened focus on issues that impact our members and their businesses. As a result, I think IIBEC is positioned for impressive growth in its influence within the industry. I look forward to being a partof that growth, as well as continuing to promote our strategic plan and advocate for IIBEC and its members.
If elected to serve as Second Vice President, I renew my commitment to serving with enthusiasm, collaboration, transparency, accountability, and respect. I will continue to focus on elevating IIBEC’s distinction in the building enclosure profession for the benefitof all our members and in furtherance of our common goal to make IIBEC “universally recognized as the leading authority in building enclosure consulting.”
Although I grew up in a small town in northern, central Pennsylvania, I have lived in the Philadelphia area for long enough that it is home to me now. That said, the suburbs are more my style than Center City.
In my free time, I enjoy gardening, reading, hiking, and cooking. I also enjoy visiting my parents who still live in the middle-of-nowhere, Pennsylvania and my older brother in Colorado.

My career in the building enclosure industry began in 2001, where I was quickly immersed in the technical rigor and mentorship that define our profession. Those early experiences navigating job sites in the Texas heat and learning from seasoned professionals instilled in me a deep respect for both the science and the people behind building enclosure work.
In 2009, I co-founded Hollon+Cannon Group, where I continue to serve as Managing Principal and a senior consultant.
Across more than two decades in the industry, I’ve remained deeply engaged in professional service through IIBEC. From my early involvement as a chapter founder to my current role as Region IV Director, I have worked to strengthen our chapters, mentor young professionals, and contribute to committees, task forces, and strategic planning sessions that shape the future of our association. These collective experiences have given me a comprehensive perspective on IIBEC’s mission and an unwavering commitment to its continued growth and leadership within the building enclosure community.

Over the past two decades, I have had the privilege of serving IIBEC in many capacities. These experiences have provided a broad perspective on our organization, its challenges, and the opportunities ahead.

Shawn LeCrone has over twenty-two years of experience working on building envelope projects, with a specific focus on design and consulting for Architectural firms and owner representatives in the Education Market across the country. Shawn’s experience includes roofing, waterproofing, masonry, stucco, field quality assurance, consulting, commissioning and management planning of building envelope projects. His technical experience with a wide range of roofing, exterior wall and below grade systems, as well as associated building materials and construction systems. He also has experience working closely with the end user, contractor and architectural teams during the planning, design and construction phases of a project to ensure that owner project requirements are met across multiple regions of the country. Mr. LeCrone has also received multiple document competition awards and active in several organizations advocating for building envelope consulting in the development education facilities across the country.
Outside of working for BEAM Professionals Shawn was a Project Manager for J&J Roofing overseeing the roofing and sheet metal crews along with creating a repair department. He also worked at Terracon as a Project Manager performing fenestration testing for new construction projects around the state of Texas.
As a coach, leader, mentor, and father, I’ve always believed in paying it forward to the teams and organizations that have contributed so much to my own professional growth. If elected to the IIBEC Board, I will continue to champion and support our local chapters in theiradvocacy efforts—promoting education and expanding awareness of the critical role the Building Enclosure Consulting industry plays in our built environment.
I am also committed to fostering open, two-way communication between the membership and the Board, ensuring that the voices and needs of our members are aligned and represented at the national level. My goal is to help strengthen the connection between our chapters and the broader IIBEC community so we can continue to advance our profession together.
Starting a family at a young age motivated me to turn my passion for drafting into a meaningful career. I began in an entry -level position with a roof consulting company, where my drafting skills opened the door to an incredible professional journey. Through hard work, dedication, and a few cross-country moves, I advanced within the company—eventually becoming President 18 years after I first started.
I’ve been fortunate to have the unwavering support of my amazing wife of 26 years, who, along with our three children, stood by me through every challenge and relocation. The building enclosure industry has been instrumental in providing the opportunities that shaped both my career and my family’s life. Now, I’m in a position to give back to the profession and the association that gave so much to us.
When I’m not collaborating with our team or working with school districts, you’ll likely find me on the golf course, chasing a little white ball around 18 holes and enjoying time outdoors with family and friends.

Mallory Buckley, PE, RRO, BECxP, CxA+BE, is a Senior Associate and Project Manager in Walter P Moore’s Diagnostics Group in Dallas, Texas. She specializes in façade assessment and repair, waterproofing design, roofing system evaluation, and the integration of façade access and maintenance strategies for both new and existing buildings. Her portfolio includes high-profile projects such as the San Diego International Airport, NRG Stadium, and the Jacksonville Jaguars Stadium. An award-winning speaker and member of Building Design + Construction’s 40 Under 40 Class of 2025, Mallory is recognized for her ability to bridge technical excellence with clear communication and collaboration.
Mallory recognizes and values the members and volunteers whose dedication and leadership have built IIBEC into the respected organization it is today. She views the role of Region IV Director as both an opportunity to serve and a responsibility to build upon thatfoundation—bridging generations of professionals through mentorship, engagement, and shared purpose. Her vision is for Region IV to exemplify connection, inclusivity, and professional growth—where every member feels supported, encouraged, and inspired to lead within IIBEC and the broader building enclosure community.

Mallory believes leadership starts with people. As Region IV Director, she would be dedicated to serving IIBEC members through a people-first mindset, collaboration and transparency. Guided by the principles of servant leadership, she strives to listen first, lead with empathy, and build meaningful connections across chapters and headquarters.
Outside of work, Mallory is deeply involved in her community and passionate about creating spaces that bring people together. She is an active member of the Junior League of Dallas, where she has volunteered more than 60 hours annually through local service initiatives. Mallory also serves on the Women’s Advisory Board for the College of Engineering at Oklahoma State University and enjoys mentoring engineering students and emerging professionals pursuing careers in the AEC industry. She values opportunities to connect with others—whether through volunteering, professional development, or mentoring—and believes those relationships are at the heart of meaningful leadership. In her free time, Mallory enjoys painting, exploring local restaurants and farmers markets, and traveling with her husband.

The value that IIBEC holds in my career is indelible. From my first meeting in 2008, after being a casualty of the market downturn, I understood that I found a community of professionals where I could grow. My hope is to continue my efforts to make IIBEC the premier building envelope association that leads the industry by helping to grow the chapters in our region. My hope is to be a resource for each board and practice regular check-ins and visits. I intend to walk with each chapter in development and leadership, while learning the nuances of the specific chapters. My goal is to help support the chapters grow in their community while maintaining the uniqueness of each chapter.
Kerry “Pete” Keener is a Registered Roof Consultant and a Registered Roof Observer with over 35 years of experience in the construction industry with specific expertise in building envelopes and roofs, including commercial, industrial, governmental, education, multi-family/high- and low-rise buildings, and healthcare/medical facilities. These projects utilized skills in building envelope consulting including detailed presentations, infrared and emissivity testing, AAMA Fenestration testing, and anti-terrorism building design.

I have been a member of IIBEC (RCI) since 1992. I left the industry for a few years and did not maintain my membership the entire time. I have vast amount of experience establishing, mentoring, and running IIBEC Chapters. I believe serving as Region V Director would be a wonderful opportunity for me to contribute to the professional development of other IIBEC members. I have personally benefited from the friendships I have been blessed to have with others in the IIBEC family.
I strongly believe in the mission of IIBEC and each of the IIBEC Chapters. Having served as Secretary, Vice President and President of multiple chapters, I have learned what makes chapters successful and how to steer chapters toward success. I have had budget responsibility, overseen annual planning, fundraising and accounting for local chapters. My knowledge and contacts throughout the Building Envelope Industry makes me an ideal candidate to facilitate growth, and promote stewardship opportunities.
I believe I can help advance the work of the region by working collaboratively with the chapter leaders and the IIBEC Board of Directors.
I have been married to my beautiful wife Terri for fourteen years. I enjoy golfing, running my own catering company, and traveling.
With extensive experience in projects at large institutional and commercial properties, Jon has expert-level building science and structural restoration knowledge and provides valuable insights to the industry.
Over 10 of specialized building envelope project work have provided Jon with a strong understanding of what buildings across North America need to withstand local environmental factors. He focuses on supporting large clients with effective envelope designs, asset management tools, and condition reports, while using skills in project management, contract administration, and construction review that lead their projects to success. Jon’s priority is solving client’s problems through creative solutions that will meet both their needs and constraints.
Jon is a unique consultant in Alberta, professionally designated as both a Registered Roof Consultant (RRC) and a Professional Engineer. An active leader in the industry, Jon serves as a Director on the International Institute of Building Enclosure Consultants (IIBEC) board.
IIBEC has taken on an impressive challenge in advancing the profession of building enclosure consulting. Countless clients owe their high performing enclosures in part to the unprejudiced service that IIBEC consultant members embody. I am proud to see the local growth in the Canadian Prairies Chapter, as well as the wider growth of IIBEC across Canada, the United States, and beyond.
