IIBEC Opposition Helps Defeat Anti-QBS Bill in Illinois June 9, 2024 IIBEC, in conjunction with other design and construction groups, succeeded in killing legislation in Illinois that would sidestep the qualifications-based selection (QBS) of architects, engineers, and design professionals. Introduced in the Illinois state senate in late April, S. 3932 would have amended the state procurement code to allow state agencies and school districts to use job order contracting (cooperative purchasing) to procure construction services—which, as defined in the bill, include architecture/engineering/design services. Foundations Award Eight Academic Scholarships for 2024–2025 May 29, 2024 The RCI-IIBEC Foundation is excited to announce the eight winners of its 2024–2025 Robert W. Lyons and RCI Lewis W. Newlan academic scholarships. The $5,000 Lyons scholarship is specifically for undergraduate education expenses for students studying construction or building sciences, architecture, or engineering. The RCI Lewis W. Newlan scholarship is for $2,500 and is open to both undergraduate and graduate students—again for studies in construction or building sciences, architecture, or engineering.
