Raleigh, NC —In recognition of their “lifetime of service and contributions” to the success of the International Institute of Building Enclosure Consultants (IIBEC, formerly known as RCI, Inc.), two individuals— Philip D. Dregger, F-IIBEC, RRC, PE , and Gerard J. Teitsma, F-IIBEC, RRC, RRO, CCCA —were bestowed with the association’s ultimate honor: the Lifetime Achievement Award. The awards were presented at the institute’s convention and trade show in Orlando, Florida, in March. Only six other individuals have ever received this prestigious award.
Philip “Phil” Dregger is a Fellow of IIBEC, served as a director of the institute for several years, and was on its original Education Task Force, having been a faculty member for the Roof Industry Educational Institute (RIEI) in the 1990s. Joining the former RCI in 1985, he received its Outstanding Volunteer Award in 1992-1996, and has published dozens of articles and given scores of technical presentations throughout the industry during his career. Dregger became a principal owner of Technical Roof Services in Concord, CA, in 1994 and has over 30 years of experience in the roofing and waterproofing industries. He has been on the Executive Committee of the Roofing Industry Committee on Weather Issues (RICOWI) and the boards of the Cool Roof Rating Council (CRRC) and the Special Interest Group for Dynamic Evaluation of Roofing Systems (SIGDERS).
Phil Dregger (left) receives the Lifetime Achievement Award from 2018-19 President Mike Clark. * Gerard “Jerry” Teitsma—now president of MARCO Services, a roof-consulting firm, as well as a consultant to IIBEC’s Educational Services Department—was hired as the former RCI’s Director of Education in 2001 and has taught all of its roofing-related courses. Prior to that, he was technical director for RIEI (1998-2001). Having started his career with Dow Chemical’s Roofing Products Research & Development department in 1966, Teitsma was an engineer responsible for the development of the IRMA Roof System. He has received numerous industry awards, including IIBEC’s Herbert W. Busching Jr. Memorial Award, its Richard M. Horowitz Award for excellence in writing for Interface journal, its Outstanding Educator Award, and the IIBEC Fellow Award. Other industry awards include the William C. Cullen Award by ASTM and the J. Norman Hunter and Harry B. Huff Memorial Awards from CSI.

Brian Gardiner, F-IIBEC, RRC, CCS, and Richard “Rick” Wagner, RRC, CCS , were recognized for their “demonstration of a high degree of professionalism, leadership, ethics, unselfish dedication, or significant contribution to the growth and recognition of RCI” with the William C. Correll Award, named for IIBEC’s first executive director and IIBEC pioneer.
Outgoing President Michael Clark, RBEC, RRO, PE, CSRP , was named to the Jury of Fellows, and will be entitled soon to place “FIIIBEC” after his name as a Fellow of the International Institute of Building Enclosure Consultants.
Brian “Rick” Craig, F-IIBEC, RRC, RRO , was awarded the Michael DeFrancesco Volunteer of the Year Award, “exemplifying enthusiasm and dedication to IIBEC.”
Todd Skopic, CDT, LEED AP, author of the best technical article published in RCI Interface (now IIBEC Interface ) in 2018, was granted the Richard M. Horowitz Award for writing “The Cavity Wall Balancing Act: Designing for Watertightness, Airtightness, Thermal Efficiency, and NFPA 285 Code Compliance,” published in the October 2018 issue of Interface journal.
Julie McDonald, REWC was granted the Emerging Professional Award, created in 2014 for the young professional who has shown exceptional leadership, professionalism, and/or industry contribution at an early stage in his or her career in the field of roofing, waterproofing, and exterior wall systems.
