IIBEC recently urged the Michigan State Senate Regulatory Reform Committee to advance House Bill 4774, sponsored by Rep. Parker Fairbairn (R). The bill would strengthen and expand the use of the qualifications-based selection (QBS) process for state contracts involving architectural, engineering, and land surveying services.
Under HB 4774, state agencies would be required to use a transparent, competitive, qualifications-based approach when selecting firms. Agencies must publish public notices, evaluate firm qualifications, and conduct discussions prior to selecting and negotiating with the top-ranked firms. Contracts would then be negotiated with the most qualified firm at fair and reasonable compensation, based on project scope and complexity.
The bill does allow waivers in emergency situations or for projects with service costs below $250,000.
IIBEC continues to collaborate with the American Council of Engineering Companies of Michigan to advocate for this important legislation, which promotes fairness, professionalism, and value in state procurement.
